The overall goal is to develop a supporting mechanism that will support transnational competence and technology transfer through co-creation in which:
a) innovations for BLUE economy are exchanged among technology providers and technology hosts transnationally and in which
b) new business models are co-created within transnational creativity clusters that implement out-of-box thinking and extend the technology outreach to other industries and markets.

The specific objectives are:
1. To strengthen capacity of business support environment, in Norway represented by IDN and NORBAN and their network, and Croatia by transfer of best practice and competence-sharing with InnovaMARE cluster,
2. To test the creativity-driven innovation ecosystem methodology within the BLUE economy sector in other territories outside the Central Europe,
3. To create long-term partnership between innovation ecosystems of Croatia and Norway through jointly operated accelerator program
